Project Description

The loan supports the Hampton Roads Express Lanes Network (HRLEN), a 45-mile system of continuous express lanes along I-64. Multiple segments will be financed under the Transportation Infrastructure Finance and Innovation Act (TIFIA) including:

  • 1A/1B: Converting existing General Purpose shoulder to part-time shoulder lanes.
  • 4A/B: Converting existing HOV lanes into Express lanes in each direction.
  • I-64/I464 Interchange: Constructing new flyover ramp, reconfigure the I-64 eastbound ramp, and shift the I-464 southbound diverge point for route 17 and route 168.
  • Tolling Integration: Designing and implementing a complete operating open road tolling system throughout the entire HRLEN.

The HRLEN 2026 project is expected to save 10 to 15 minutes of travel time in express lanes and up to 10 minutes in general-purpose lanes. It will also eliminate a key regional bottleneck that impacts daily commuters, freight movement, and access to the Virginia Port system for enhanced travel time reliability.

Innovations
The HRELN will help reduce congestion and eliminate a key regional bottleneck between major employment centers and provides enhanced travel time reliability, particularly for commuters. Travel time savings range between 10 – 15 minutes in the express lanes and up to 10 minutes in the general purpose lanes.
As traffic demand continues to increase in the region, incorporating HOT dynamic tolling model, along with
interstate improvements provides an additional approach to managing congestion in the long-term and provides
more travel choices and a reliable travel network for Hampton Roads motorists.
