Emerging Projects Agreement
The Build America Bureau offers technical assistance to our clients as they pursue financing and through several early-stage project development grant programs. In some cases, project sponsors have numerous projects to finance and deliver. The Bureau offers an “Emerging Projects Agreement” to establish an ongoing working relationship between both parties. With this approach, the project sponsor becomes familiar with federal requirements and the financing process, and our team becomes familiar with their program of projects.
Emerging Projects Agreements are not necessary to receive technical assistance but can be helpful if:
- The project sponsor has a program of projects that is $5 billion or more in project total costs
- The projects qualify for the Bureau's federal loan programs
- The projects have a regional impact and multi-jurisdictional involvement
- There is executive-level support for an Emerging Projects Agreement
- The projects are ready to begin construction within five years and receive financing
- The project sponsoring entity has the authority to finance or borrow
An Emerging Projects Agreement can help locally to show momentum and commitment from stakeholders and partners. If your leadership is interested, please email BuildAmerica@dot.gov
