By streamlining permitting, simplifying environmental reviews, and coordinating financial tools, the AGCC initiative will help cut infrastructure deployment costs while maximizing revenue from utility infrastructure to invest in transportation corridors.
AGCC will transform highway and rail ROWs into high-value corridors that incentivize data centers and manufacturing hubs to move into adjacent property, driving regional economic growth. This framework will also reduce administrative burdens for State DOTs and railroads, giving them the vital technology backbone—from Wi-Fi and safety systems to intelligent transportation systems—needed to build the connected, intelligent transportation networks of tomorrow.
AGCC addresses the National Energy Emergency declared in Executive Order 14156 by supporting and accelerating the development of a more reliable power grid and a more diversified energy supply while keeping rates affordable for Americans.
The Build America Bureau leads this effort on behalf of the U.S. Department of Transportation (USDOT), coordinating closely with other USDOT offices and Federal agency partners to establish and implement the AGCC initiative. Learn more about AGCC.

What’s New with AGCC?
USDOT wants to hear from you! We invite you to provide comments on the AGCC model, including its potential opportunities, impacts, challenges, and benefits through this Request for Information (RFI) until September 12, 2026.

This session is intended for public and private stakeholders, including transmission line and fiber owners, utility companies, boring contractors, data centers, State DOTs, ROW owners, and private investors interested in helping shape the future of this landmark program. After reviewing responses to the RFI, USDOT will seek proposals from ROW owners for eligible corridors through a Request for Expression of Interest (RFEI). USDOT anticipates selecting up to five applicants to participate in the first AGCC designation round. Corridors designated as AGCCs will receive dedicated Federal support, access to coordination services, and resources to help streamline permitting and unify access to funding and financing programs. Any ROW owner not designated as an AGCC may also pursue the P3 model. USDOT will provide technical assistance to the extent resources are available, but designated AGCCs will receive priority support.
