Our Mission
Ensure that the drug and alcohol testing policies and goals of the Secretary of Transportation are developed and carried out in a consistent, efficient, and effective manner within the transportation industries for the ultimate safety and protection of the traveling public. This is accomplished through program review, compliance evaluation, and the issuance of consistent guidance material for DOT Operating Administrations (OAs) and for their regulated industries.
Functions
- Provides expert advice and recommendations on policy matters to the Secretary of Transportation on drug and alcohol testing issues at the national and international level.
- Provides guidance to the OAs in developing compliance and enforcement plans to foster consistency and ensure effectiveness across the transportation industries.
- Conducts program reviews of OA drug and alcohol industry oversight procedures.
- In partnership with the OAs, develops drug and alcohol rules and procedures, and makes appropriate regulatory modifications for regulated transportation workplace testing.
- Provides DOT regulatory interpretations, technical assistance, and information to the OAs, the OAs' regulated industries, the public, and other federal agencies on drug and alcohol testing and related issues.
- In conjunction with OAs and other appropriate federal agencies monitors and reviews compliance of drug and alcohol service providers where deemed necessary.
- Provides consultation, guidance, and technical assistance to foreign governments and/or foreign industries regarding implementation of DOT drug and alcohol testing rules.
- Develops and maintains working relationships with industry association groups and other takeholders relative to drug and alcohol policies and programs.
- Serves as the DOT liaison with the Office of National Drug Control Policy(ONDCP), Department of Health and Human Services(DHHS), and other executive branch agencies concerning demand reduction activities and workplace substance abuse programs.
- Analyzes and evaluates information and data related to transportation industries and consults with the OAs in assessing the impact of compliance effectiveness to determine policy direction.
