Sacramento International Airport Pedestrian Walkway Project

The Pedestrian Walkway Project is part of SMForward, a $1.3 billion capital improvement program to expand the Sacramento International Airport (SMF) to accommodate future anticipated demand. The Project consists of two elevated walkways connected by a multi-level hub extending from Terminal B to Concourse B at Sacramento International Airport. Totaling 87.4K square feet, the Project comprises four moving walkways, four escalators, two passenger elevators, stairs, one service elevator, and a vertical hub with a mechanical/electrical room below the Terminal level connection and shell space for future use.
SMF’s Concourse B and Terminal B are currently connected via an Automated People Mover (APM) system. However, when the APM is offline, SMF has no ADA-compliant conveyance to enable passenger movement—users must walk along an open-air guideway between APM tracks to transit between the two facilities. The Project will address this challenge and ensure ADA accessibility to Concourse B at all times. Construction began in the third quarter of 2024, and the facilities are anticipated to open in the second quarter of 2026.
The $92.5 million construction project is also funded by $33 million in Federal Aviation Administration (FAA) grant funds, $22 million in general airport revenue bonds, and about $2 million in airport revenue, with zero local tax dollars used.
This is the first loan issued by the Bureau to an airport project under the new Bipartisan Infrastructure Law (BIL) authority. Airport projects can apply under the new authority for TIFIA through September 30, 2025. Additionally, the Project also qualified for the Bureau's Rural Project Initiative, which allowed the loan to cover up to 49 percent of eligible project costs compared to 33 percent for traditional TIFIA projects.
