This Consent order concerns activities in connection with a Public Charter program covering flights between the United States and Lagos, Nigeria, by Ritetime aviation & Travel Services, Inc. ("Ritetime"), under the direction and control of O. Peter Obafemi, that violated certain provisions of the Department's Public Charter regulations (14 CFR Part 380) and 49 S.S.C. §§ 41101 AND 41712.
