On September 7, 200 I, the Office of the Assistant General Counsel for Aviation Enforcement and Proceedings [hereinafter "Enforcement Office"] served on respondent, Northwest Airlines, Inc. (hereinafter "Northwest"], a notice of enforcement proceeding and proposed assessment of civil penalties, together with a related complaint in the above-captioned docket.
