Mona Qureshi
Deputy Assistant General Counsel for Operations
Mona Qureshi is the Deputy Assistant General Counsel for Operations within the Office of the General Counsel. She joined the Office of Operations in 2020 as the lead emergency response attorney and has been the Deputy since 2023. In her role as the lead emergency response attorney, Mona provided legal support to the Department and its Operating Administrations throughout the COVID-19 pandemic. She has also engaged in numerous response activities ranging from hurricanes to cybersecurity attacks.
In her current role, Mona ensures that the Office of Operation’s primary portfolio areas have the legal support they need when issues arise. These areas include environmental law, information law, transportation security and emergency response, cybersecurity, Congressional and other oversight of the Department, and Native American sovereignty and jurisdiction.
Prior to the Office of Operations, Mona began her legal career at DOT in 2017 as a staff attorney at the Pipeline and Hazardous Materials Safety Administration. She provided legal counsel to the Office of Hazardous Materials on issues involving the transportation of hazardous materials, fireworks certification and approval, and third-party packaging laboratories. She also issued enforcement cases and negotiated settlements for violations of the Hazardous Materials Regulations.
Mona received her Juris Doctor degree from the University of Maryland and her undergraduate degree in Economics, with a minor in International Relations, from the University of Denver. She currently resides in Washington, D.C.
