Kyle Fields
Deputy General Counsel
Kyle Fields serves as Deputy General Counsel of the U.S. Department of Transportation. In this role, he supports the General Counsel and provides senior leadership and management on legal matters.
Mr. Fields brings extensive Federal experience across all three branches of government, serving most recently as Chief Counsel for the Federal Railroad Administration (FRA). As FRA Chief Counsel, he streamlined enforcement and grant processes, led key deregulatory initiatives, represented the agency on the board of the Union Station Redevelopment Corporation, and provided essential leadership to advance the New York Penn Station Transformation Project.
Mr. Fields previously served at the U.S. Senate Committee on Commerce, Science, and Transportation, Republican Staff, where he finished his tenure as senior counsel. He contributed to major transportation legislation, including the Infrastructure Investment and Jobs Act, the Ocean Shipping Reform Act of 2022, and the reauthorization of the National Transportation Safety Board in 2024.
Mr. Fields also clerked for Federal and D.C. courts, served as a legal fellow for the U.S. Court of Appeals for the D.C. Circuit, and brings safety enforcement expertise from his time as an FRA career attorney.
Mr. Fields earned his J.D. from Indiana University Maurer School of Law in 2013 and his B.A. from Miami University in 2010. Originally from Hamilton, Ohio, he now resides in Virginia.
