Charles E. Enloe

Assistant General Counsel for Litigation and Enforcement

Charles E. Enloe is the Assistant General Counsel for Litigation and Enforcement at the U.S. Department of Transportation and is a member of the Senior Executive Service (SES).  Mr. Enloe oversees an office that is responsible for overseeing litigation in which the Department is a party or has an interest, working closely with the Department of Justice and the Department’s Operating Administrations in the development of the government’s legal positions and the drafting of briefs.  The office also provides legal advice concerning litigation risk and pre- and post-litigation policy decisions, works with the Operating Administrations on enforcement issues, and coordinates the Department's submissions to, and collaboration with, independent regulatory agencies.  

Prior to becoming Assistant General Counsel, Mr. Enloe served as a trial attorney in the Office of Litigation and Enforcement for more than nine years.  During that time, he worked on significant litigation matters on a range of issues, including federal preemption of state and local law, environmental law, and pipeline safety law.  Before joining the Department of Transportation, Mr. Enloe was a litigator in private practice in New York and at the Office of the New York State Attorney General.  

Mr. Enloe is a member of the Supreme Court Bar and is admitted to practice in New York and in several federal courts.  He graduated cum laude from Harvard Law School, where he served as Editor-in-Chief of the Harvard Environmental Law Review, and he has an undergraduate degree in History from Yale University.  Mr. Enloe has twice received the General Counsel’s Award for Exceptional Performance, and he has received several other awards from the Department.
