Title VI & LEP

In certain circumstances, a failure by a recipient of Federal financial assistance to ensure that individuals with limited English proficiency (LEP) can effectively participate in or benefit from federally assisted programs and activities may violate the prohibition against national origin discrimination under Title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d) and the U.S. Department of Transportation’s (DOT) Title VI regulations at 49 CFR Part 21.
