Initial Regulatory Impact Analysis for NPRM on Transparency of Airline Ancillary Fees and other Consumer Protection Issues

The US Department of Transportation (the Department) is presenting this Regulatory Impact Analysis (RIA) prepared by HDR Decision Economics (HDR) in support of the Notice of Proposed Rule making (NPRM) to enhance airline passenger protections in relation to: the display of airline - imposed ancillary service fees; customer service plans for ticket agents; code - share disclosure; and expanding the pool of carriers that report information to the Department, and the information they report. This RIA estimates the economic impact, in terms of all benefits accruing to airline passengers, and costs to U.S. and foreign air carriers and other entities regulated under this proceeding, as required by Executive Order (EO) 12866.
