VIH Cougar Helicopters, Inc. Order 2013-11-16

This order concerns unauthorized interstate and foreign air transportation by VIH Cougar Helicopters, Inc., (VIH Cougar) which, while under the actual control of a non-U.S.

citizen, engaged in air services as a common carrier between points in the United States and between points in the United States and points abroad. VIH Cougar’s conduct in this regard violated 49 U.S.C. § 41101 and 14 CFR Part 298.
