This consent order concerns coininon carriage air service held out without the requisite Departmental economic authority by Ceres Group d/b/a Team Flight Support (TFS) and Mr. Joseph A. DePaulis (Mr. DePaulis and TFS are hereinafter collectively referred to as “Respondents”).
