United Parcel Service Co. (“UPS”) and Federal Express Corporation (“FedEx”) began this proceeding by petitioning for an investigation into whether DHL Airways, Inc. (“DHLA”), a U.S. certificated air carrier, complied with the statutory requirement that every U.S. air carrier must be controlled by U.S. citizens.
