Community Flexibility Pilot Program

This Community Flexible Pilot Program was established in 2003 as part of Vision 100 -- Century of Aviation Reauthorization Act, P.L. 108-176.  Section 405 of that Act established the Community Flexibility Pilot Program, under which communities receiving subsidized Essential Air service (EAS) may obtain a federal grant equal to twice the subsidy that the Department paid to the EAS carrier in the most recent 12-month period in exchange for foregoing their subsidized EAS for 10 years.
