Public Complaint Process & Reporting Concerns
Members of the public who believe they have been discriminated against by an entity regulated by or receiving Federal financial assistance from the U.S. Department of Transportation may contact the Departmental Office of Civil Rights (DOCR) to file a complaint or report a concern. If you have a disability or have difficulty understanding English, language assistance is available upon request by contacting civilrightscompliance@dot.gov.

If you seek information or to report a concern on one of the categories below, you may need to contact a different office or agency.
IMPORTANT: If this is a safety emergency, please call 911 immediately.
- If you believe you have been discriminated against by a public transportation provider, you may file an administrative complaint with the Federal Transit Administration's (FTA) Office of Civil Rights.
- If you believe you have been discriminated against by an airport or airport tenant, you may file a complaint with the Federal Aviation Administration’s (FAA) Office of Civil Rights.
- For all other civil rights complaints involving transportation, please fill out the Public Complaint Form.
To report a civil rights issue that is not related transportation, contact the U.S. Department of Justice.
- For DBE or ACDBE matters, including certification issues, visit the U.S. Department of Transportation’s DBE webpage.
- To report an employment issue, employees and applicants of the U.S. Department of Transportation should reference the Employee Complaint Process page and contact their designated Operating Administration’s Equal Employment Opportunity (EEO) counselor within 45-calendar days of the alleged matter.
- To report an employment issue that is not related transportation, contact the U.S. Equal Employment Opportunity Commission (EEOC).
Submit a Noise Complaint (Aviation Noise Complaint and Inquiry Response Portal)
Aviation Consumer Protection. The Office of Aviation Consumer Protection (OACP) receives air travel service complaints and uses these complaints to spot trends or areas of concern and investigate and bring cases against airlines and ticket agents. The office also promotes awareness and understanding of consumer rights through online consumer information and education.

MOTUS is the modernized registration system implemented by the Federal Motor Carrier Safety Administration (FMCSA) that allows commercial motor vehicle entities to manage their USDOT Numbers and track compliance while providing a public portal for searching company registration data.
