Which Safe Streets and Roads for All (SS4A) Grant Type Should We Apply For?

Grant Type Selection Assistance

Answering the series of questions below can help you decide which Safe Streets and Roads for All (SS4A) grant to apply for: a Planning and Demonstration Grant or an Implementation Grant. 

This content is not meant to replace the NOFO. Applicants should follow the instructions in the NOFO to correctly apply for a grant.

1. Do we have an existing Action Plan?

Do we have an existing action plan, such as a:

  • Vision Zero Plan
  • Tribal Transportation Safety Plan
  • Local Road Safety Plan
  • Similar safety plan(s)

If Yes, go to question #2.

If No, apply for a Planning and Demonstration Grant to develop your Action Plan. You may include supplemental planning and/or demonstration activities as part of your application if they will inform or enhance the Action Plan you seek to develop.

2. Does our existing Action Plan(s) include...?

Does our existing action plan, or a combination of one or more existing plans, substantially meet the following eligibility conditions?

Required:

  • Multimodal, systemic roadway safety analysis with mapping
  • A list of projects and strategies identified in the plan
  • Publication or updates between 2018 and June 2023

Plus at least 4 of the following:

  • Commitment to eliminate roadway fatalities and serious injuries, and a safety goal
  • Task force responsible for Action Plan development, implementation, and monitoring
  • Meaningfully engaged public, stakeholders, partner agencies
  • Equity-centered process, analysis, and impact assessment
  • Assessment of and approach to update existing plans, policies, guides
  • Metrics to assess progress over time

If Yes, go to question #3.

If No, apply for a Planning and Demonstration Grant to further develop your Action Plan. You may include supplemental planning and/or demonstration activities as part of your application if they inform or enhance your Action Plan.

3. Are we ready to implement projects and strategies identified in our Action Plan?

If Yes, apply for an Implementation Grant. You may include supplemental planning and/or demonstration activities as part of your Implementation Grant application if they are used to inform or enhance your existing Action Plan, including updating your existing Action Plan or combining multiple plans into a single Comprehensive Safety Action Plan.

If No, apply for a Planning and Demonstration Grant to conduct supplemental planning and/or demonstration activities. These activities should be designed to inform or enhance your Action Plan and/or gauge effectiveness of certain projects or strategies before implementing them permanently.
