Which Safe Streets and Roads for All (SS4A) Grant Type Should You Apply For?

Answering the series of questions below can help you decide which Safe Streets and Roads for All (SS4A) grant to apply for: a Planning and Demonstration Grant or an Implementation Grant. 

Additional details will be provided once the FY25 NOFO is published. This content is not meant to replace the NOFO. Applicants should follow the instructions in the NOFO to apply for a grant.

1. Does your community have, or is it included in, an existing Action Plan?

Do you have an existing Action Plan, such as a:

  • Vision Zero Plan
  • Tribal Transportation Safety Plan
  • Local Road Safety Plan
  • County or MPO Safety Plan (that includes the applicant’s jurisdiction)
  • Similar safety plan(s)

If Yes, go to question #2.

If No, you may apply for a Planning and Demonstration Grant to develop the Action Plan. You may include supplemental planning and/or demonstration activities as part of your application if they will inform or enhance the Action Plan you seek to develop.

2. Does the existing Action Plan(s) include...?

Does your existing action plan, or a combination of one or more existing plans, substantially meet the following eligibility conditions?

If Yes, go to question #3.

If No, you may apply for a Planning and Demonstration Grant to further develop the Action Plan. You may include supplemental planning and/or demonstration activities as part of your application if they inform or enhance the Action Plan.

Potential Implementation Grant applicants may be able to submit their Action Plan(s) for pre-application Action Plan review to affirm their eligibility to apply for an Implementation Grant.

3. Are you ready to implement projects and strategies identified in the Action Plan?

If Yes, you may apply for an Implementation Grant. You may include supplemental planning and/or demonstration activities as part of your Implementation Grant application if they are used to inform or enhance the existing Action Plan, including updating the existing Action Plan or combining multiple plans into a single comprehensive safety action plan.

If No, you may apply for a Planning and Demonstration Grant to conduct supplemental planning and/or demonstration activities. These activities should be designed to inform or enhance the Action Plan and/or gauge effectiveness of certain projects or strategies before implementing them permanently.
