Supplemental Public Sector Training Grant (SPST)

General Grant Program Information

Congress first authorized the SPST Grant Program in the Hazardous Materials Transportation Authorization Act of 1994 (Pub. L. 103–311), which amended 49 U.S.C. § 5116 and added a new subsection (i) concerning supplemental training grants.

SPST grants are open to national nonprofit fire service organizations to train instructors to conduct HAZMAT response training programs for individuals with statutory responsibility to respond to HAZMAT accidents and incidents. To the extent determined appropriate, SPST grant funds may also be used to train individuals responsible for responding to accidents and incidents involving hazardous materials.

Eligibility Information

The FY 2026 SPST Grant Program is open to national nonprofit fire service organizations to train instructors to conduct HAZMAT response training programs for individuals with statutory responsibility to respond to HAZMAT accidents and incidents, and to train individuals responsible for responding to accidents and incidents involving HAZMAT. 

For the purposes of the SPST Grant Program, an IRS nonprofit is an organization that is recognized by the Internal Revenue Service (IRS) as being tax-exempt under section 501(c)(3) or other sections of the Internal Revenue Code. These organizations are typically organized for charitable, religious, educational, scientific, or literary purposes and do not distribute profits to owners or shareholders. They can receive tax-deductible donations, which is a significant benefit of their nonprofit status.  

As described in Section 501(c)(4) of the Internal Revenue Code, nonprofit organizations that are eligible cannot use Federal funds for lobbying activities defined in Section 3 of the Lobbying Disclosure Act of 1995. "For-profit" organizations are not eligible applicants for the SPST grant program.

Funding Information

This program is subject to the availability of funds. PHMSA anticipates $2,000,000 will be made available to support the FY 2026 SPST Grant Program. The expected amounts of individual Federal awards for organizations range from $500,000 to $1,000,000.

There are no requirements for cost-sharing or matching.
