Eligibility Information

Eligible Applicants

Eligible applicants under the Bollards Competitive Grant Program are State Departments of Transportation (State DOTs) and local government entities such as any city, county, town, parish, village, or other general-purpose political subdivision of a State).

Eligible Projects 

For the Bollards Competitive Grant Program, the term “bollard installation project” means a project to install raised concrete or metal posts on a sidewalk adjacent to a roadway that are designed to slow or stop a motor vehicle [Infrastructure Investment and Jobs Act (IIJA) section 11502(a)]. 

Furthermore, funded bollard systems should meet one of the following standards:

  • ASTM F2656 (Standard Test Method for Crash Testing of Security Barriers),
  • ASTM 3016 (Standard Test Method for Surrogate Testing of Vehicle Impact Protective Devices),
  • U.S. Department of State SD-STD-02.01, Certification Standard: Test Method for Vehicle Crash Testing of Perimeter Barriers and Gates (1989), or
  • PAS 68 (Publicly Available Standard 68–Impact Test Specifications for Vehicle Security Barrier Systems

If a proposed bollard system does not meet the specified standards, applicants must include independent third-party engineering and physical testing reports demonstrating the system can mitigate the identified vehicle threat. If proposed bollard system incorporates a mix of certified and non-certified bollards, the application must clearly indicate how the systems will be effectively integrated.

Funding Information

This NOFO will award up to $5 million in Fiscal Year (FY) 2026 funding via cost reimbursable grants. The actual amount available for award under this notice will be subject to the availability of funds.  

There is no minimum or maximum award amount for the Bollards Competitive Grant Program awards.

The Bollards Competitive Grant Program allows for the Federal share of the project to be 100 percent
