States’ Economic Development Assistance Program
General Grant Program Information
The States’ Economic Development Assistance Program (SEDAP) is a competitive grant program designed to stimulate and support economic development activities across the Mississippi River Delta and Alabama Black Belt region.
SEDAP provides direct investments for basic public infrastructure, transportation infrastructure, business development with an emphasis on entrepreneurship, and workforce development.
Eligibility Information
Eligible Applicants
Eligible applicants include:
- Counties/parishes, cities, or other political subdivisions of a state, including a special purpose district of a state or local government engaged in economic or community development activities or a consortium of political subdivisions,
- Public or private nonprofit organizations or associations,
- Regional development organizations,
- Economic development organizations,
- Workforce investment boards,
- Unions/labor organizations,
- Community-based organizations,
- Faith-based organizations,
- Public Institutions of higher education or a consortium of institutions of higher education,
- Minority-serving institutions,
- Trade/technical schools,
- Historically Black Colleges & Universities, and
- Federally recognized Tribes.
Funding Information
For infrastructure projects in distressed counties and parishes, DRA can be 100% of a project, or be the increased federal share of the project. In non-distressed areas a 10% match is required.
For Business and Workforce development projects, a 10% match is required regardless of the area's level of distress. However, we do encourage match of any type, including in-kind, other state, federal or local funds; public or private.
