Small Community Air Service Development Program (SCASDP)
General Grant Program Information
The Small Community Air Service Development Program (SCASDP) provides funding to help small communities address air service and airfare issues in the form of grants that are disbursed on a reimbursable basis. This award does not apply to capital projects.
Eligibility Information
While only public entities (i.e., governments) are eligible to apply, they may serve as the legal sponsor of a grant in consortium with the community, including private businesses, nonprofit organizations, and communities without existing commercial air service. In addition, the airport serving the community or consortium may not be larger than a small hub airport.
Communities may use funds to support the following: a U.S. air carrier in subsidizing service to and from an underserved airport for a period not to exceed 3 years, an underserved airport to obtain service to and from the underserved airport, and/or an underserved airport to implement such other measures as the Secretary, in consultation with such airport, considers appropriate to improve air service both in terms of the cost of such service to consumers and the availability of such service, including improving air service through marketing and promotion of air service and enhanced utilization of airport facilities.
Funding Information
In FY 2021, the Small Community Air Service Development Program provided $17 million for up to 40 communities. In past years, individual grant awards ranged from $20,000 to approximately $1.6 million (no minimum or maximum). There are no cost-sharing requirements, although applications with multiple levels of contributions will be viewed more favorably.
