Restoration and Enhancement Grant Program
General Grant Program Information
The Restoration and Enhancement Grant program provides funds for operating assistance to initiate, restore, or enhance intercity passenger rail transportation.
Eligibility Information
Eligible Applicants
Eligible applicants include the following:
- A State (including the District of Columbia)
- A group of States
- An entity implementing an Interstate Rail Compact
- A public agency or publicly chartered authority established by one or more States
- A political subdivision of a State
- A federally recognized Indian Tribe
- Amtrak or another rail carrier that provides intercity rail passenger transportation
- Any rail carrier in partnership with at least one of the entities described in (1) through (6), consistent with 49 U.S.C. 22908(a)(1)(H)
- Any combination of the entities described in (1) through (6), consistent with 49 U.S.C. 22908(a)(1)(I)
Eligible Uses
Eligible uses include projects that improve frequency of current service, offer new on-board services, establish new services, extend current service, and restore previously operated service. New priority to applications for routes selected under the Corridor Identification and Development Program and operated by Amtrak.
Funding Information
The Restoration and Enhancement program anticipates funding $100 million per year in competitive grants from FY22 to FY26, for a program total of $500 million. Individual award amounts vary.
Applicants can apply for up to 6 years of operating funding assistance on a sliding matching scale, but limited funding requires applicants to provide a 10 percent funding match for net operating costs in the first year of service, with an increase in 10 percent for the following four years.
