Public Transportation Emergency Relief Program
General Grant Program Information
The Federal Transit Administration's (FTA) Emergency Relief Program, established under MAP-21 legislation, enables FTA to provide assistance to public transit operators in the aftermath of an emergency or major disaster. The program helps states and public transportation systems pay for protecting, repairing, and/or replacing equipment and facilities that may suffer or have suffered serious damage as a result of an emergency, including natural disasters such as floods, hurricanes, and tornadoes.
The program can fund capital projects to protect, repair, or replace facilities or equipment that are in danger of suffering serious damage, or have suffered serious damage as a result of an emergency. The program can also fund the operating costs of evacuation, rescue operations, temporary public transportation service, or reestablishing, expanding, or relocating service before, during or after an emergency.
Eligibility Information
Eligible Applicants
Eligible applicants are public transportation agencies, States, territories, local governmental authorities, Indian tribes, and other FTA grant recipients that provide or fund public transportation service.
Eligible Uses
Projects may include costs for disaster response, recovery, and rebuilding activities. Costs related to the COVID-19 pandemic are not eligible for this funding.
FTA will distribute these funds in a manner consistent with the eligibility requirements of this program, subject to the priorities set forth in the Notice of Availability of Emergency Relief Funding.
Funding Information
FTA announced the opportunity to apply for $109,975,497 in grants under the Public Transportation Emergency Relief Program (Emergency Relief Program) for states, territories, local government authorities, Indian tribes, and other FTA recipients affected by major declared disasters in calendar years 2017, 2020, 2021, and 2022.
FTA is re-opening the application submission period for 90 days. Applicants who submitted proposals prior to May 26, 2023, do not need to re-submit. FTA will review applications and make additional funding allocations on a rolling basis, with the first review taking place for any application submitted within the first 30 days (9/1/2023) of the publication of this notice. If funding remains, additional applications will be evaluated after the final submission deadline of 10/31/2023.
Funding is only made available when appropriated by Congress for specific disaster events.
