One Call Notification System Grants
General Grant Program Information
The One-Call Grant program provides funding for state agencies to increase damage prevention efforts, train and collect annual pipeline data, change state underground damage prevention laws, and educate the public to assist in reducing damages to underground pipelines.
Eligibility Information
Funding through this program is reserved for states that have an existing certification or agreement with PHMSA to conduct pipeline safety inspections: eligible applicants are limited to state agencies that are authorized to conduct pipeline safety inspections.
Funds may not be used for lobbying, regulatory activities, the typical operations and maintenance of pipeline facilities, in direct support of litigation, or used to cover costs associated with the normal operations of the One-Call center, which includes database maintenance and replacement of outdated systems.
Eligible uses include but are not limited to:
- Compliance monitoring and enforcement
- Legal assistance with enforcement actions
- Development of compliance statistics
- Procurement of computers and other equipment to support ongoing enforcement programs
- Development of one-call center statistics
- One-call membership initiatives
- Procurement of one-call center computers and other equipment
- Communication improvements
- Development and/or conduct of state-provided training programs
- Development and/or distribution of promotional items or materials
- Informational mailings, and advertisements
- Damage prevention awareness campaigns
- Public service announcements
Funding Information
The One-Call program made approximately $1.1 million in competitive grants available for FY 2023. Individual awards vary but cannot exceed $60,000. Recipients may request 100 percent of the total amount of the award upon execution of the grant agreement.
There is no requirement for matching; the federal cost-share is 100 percent.
