Higher Blends Infrastructure Incentive Program (HBIIP)

General Grant Program Information

The Higher Blends Infrastructure Incentive Program (HBIIP) provides funding to expand the sales and use of renewable fuels with a higher blend friendly status for ethanol (i.e., greater than 10 percent ethanol) and biodiesel (greater than 5 percent biodiesel). Eligible uses include the installation, and/or retrofitting, and/ or otherwise upgrading of dispensers or pumps, infrastructure, and related equipment required at a location to ensure the environmentally safe availability of fuels.

Eligibility Information

Eligible applicants must be owners of transportation fueling and fuel distribution facilities located in the United States and its territories, including: 

  • fueling stations
  • convenience stores
  • hypermarket retailer fueling stations
  • fleet facilities (including automotive, freight, rail and marine), or 
  • similar entities with equivalent capital investments, as well as fuel/biodiesel terminal operations, midstream operations, and heating oil distribution facilities or equivalent entities. 

The geographic location of applicants’ proposed transportation fueling stations and facilities will be taken into consideration in order to provide assistance to markets underserved by higher blends.

Funding Information

Approximately $100 million is made available to eligible participants under the HBIIP, of which $75 million will be made available to transportation fueling facilities and $25 million will be made available to both transportation fueling facilities and fuel distribution facilities (including terminal operations, depots, and midstream operations) for eligible implementation activities. The maximum amount for individual awards is $5 million.  Federal cost-share is 50%: applicant must supply the remaining 50%. Matching funds can be comprised of eligible in-kind contributions from third parties and/or cash, however, in-kind contributions provided by the applicant cannot be used to meet the matching fund requirement. Up to 10 percent of an applicant’s match requirement (up to 5 percent of total project costs) may be used to pay consumer education and/or marketing and/or signage related expenses.
