Hazardous Materials Emergency Preparedness (HMEP) Grant for States and Territories
General Grant Program Information
The Hazardous Materials Emergency Preparedness (HMEP) Grant for States and Territories provides funding for HMEP planning and training activities that advance the safe transport of hazardous materials through training emergency responders and funding planning activities that will protect nearby persons, property, and the environment from the effects of accidents or incidents involving the transportation of hazardous materials.
Eligibility Information
Eligible applicants include U.S. states and territories. Federally recognized Tribes, Tribal organizations, and intertribal consortia should visit the Hazardous Materials Emergency Preparedness (HMEP) Tribal Grant. PHMSA’s FY 2022 priority is directed towards ensuring that underserved communities (and their planners, public safety, and enforcement personnel) are prepared and trained to respond to hazmat transportation emergencies.
Eligible uses include (but are not limited to):
- Commodity flow studies
- Tabletop exercises
- Emergency response plans (new or updates to existing)
- Hazmat response training
- Equipment and drills
- Hazmat training conferences
- Hazard mitigation plans
- Salaries/fringe benefits for HMEP program administrators
- Supplies to conduct training and planning activities
- Contract support costs related to HMEP planning and training activities
Funding Information
HMEP made approximately $23 million available to states and territories in competitive grants for FY 2022. Individual awards vary. The federal cost-share is 80 percent; Tribes and Tribal organizations must supply the remaining 20 percent using non-federal funds.
