General Grant Program Information
Like the Community Facilities Grant Program, the Economic Impact Initiative Grant program provides affordable funding to develop “essential community facilities” in rural areas, which are defined as a non-commercial facility that provides an essential service for orderly community development in a primarily rural area (e.g., street or airport improvements, purchase of firetrucks). However, there are two differences: a) this grant seeks to assist communities facing extreme unemployment and severe economic depression, including very small, financially distressed rural communities, and b) this grant may be combined with other grants or funding sources, such as the USDA Community Facilities Program.
Eligibility Information
Eligible applicants include public bodies, non-profits, and Federally-recognized Tribes. For the purposes of this grant, an eligible “rural area” is defined as a city, village, township, or and Federally-recognized Tribal Land, with no more than 20,000 residents, an unemployment rate of over 19.5%, and a community median household income below 90% of the state non-metropolitan median household income. Applicants must have legal authority to borrow money, obtain security, repay loans, construct, operate, and maintain the proposed facilities and be unable to finance the project from their own resources and/or through commercial credit at reasonable rates and terms. Facilities must serve rural area where they are/will be located, demonstrate substantial community support, and have a completed and accepted environmental review. Priority is given to projects related to public health and safety, energy efficiency and education.
Funding Information
Individual funding amounts vary, but the Federal cost-share of up to 75% of eligible project cost may be available based on need.
