Competitive Academic Agreement Program (CAAP)

General Grant Program Information

The Competitive Academic Agreement Program (CAAP) provides funding for academic research pursuing innovative solutions in the pipeline safety and integrity challenge areas.

The Pipeline and Hazardous Materials Safety Administration's (PHMSA) 2025 CAAP is focusing on researching innovative solutions for five topics as solicited by the Notice of Funding Opportunity (NOFO). Research will focus on solutions to known pipeline integrity and safety challenges.

Eligibility Information

Eligible Applicants

Eligible applicants include nonprofit institutions of higher education located either in the U.S. or a U.S. territory.

PHMSA encourages partnerships among institutions, as well as with the pipeline industry or private organizations, provided partnership costs do not exceed 40 percent of federal funding.

Eligible Uses

PHMSA's 2025 CAAP focuses on research and development (R&D) in the following focus areas:

  1. Risk evaluation of vehicle strikes on aboveground pipeline equipment and facilities.
  2. Technology, equipment, or procedures to prevent human error.
  3. Testing, modeling, and verifying strain capacity in vintage pipelines.
  4. Non-metallic pipe inspection technology.
  5. Acceptable methods for modeling shrouding or obstructions for pressurized liquid releases (liquefied natural gas).

Funding Information

PHMSA plans to award up to $2 million in CAAP funding for FY 2025, with no more than $1 million in federal funding per award. Applicants may submit multiple applications, each capped at $1 million.

The federal cost-share is 80 percent (up to $1 million); applicants must supply the remaining 20 percent.
