Community Facilities Grant Program

General Grant Program Information

The Community Facilities Program provides affordable funding to develop “essential community facilities” in rural areas, which are defined as a non-commercial facility that provides an essential service for orderly community development in a primarily rural area (e.g., street or airport improvements, purchase of firetrucks). Eligible applicants include public bodies, non-profits, and Federally-recognized Tribes.

Eligibility Information

For the purposes of this grant, an eligible “rural area” is defined as a city, village, township, or and Federally-recognized Tribal Land, with no more than 20,000 residents, an unemployment rate of over 19.5%, and a community median household income below 90% of the state non-metropolitan median household income. Applicants must have legal authority to borrow money, obtain security, repay loans, construct, operate, and maintain the proposed facilities and be unable to finance the project from their own resources and/or through commercial credit at reasonable rates and terms. Facilities must serve rural area where they are/will be located, demonstrate substantial community support, and have a completed and accepted environmental review.

Funding Information

The possible award amount varies but will contribute up to 75% of eligible project cost based on need and funding availability. Grant assistance is based on a graduated scale determined by population, median household income, total project costs and financial need. Communities facing extreme unemployment and severe economic depression may also be eligible for USDA Economic Impact Initiative Grants, which can be combined with this grant and other funding sources.

Individual funding amounts vary. Grants are offered on a graduated scale based on an applicant’s state. The following are the match requirements for South Dakota (area income is expressed as % of the state nonmetropolitan median income or lower):
