Commercial Motor Vehicle High Priority Enforcement Training and Support (HP- ETS) Grant Program

General Grant Program Information

The Commercial Motor Vehicle (CMV) High Priority Enforcement Training and Support (HP- ETS) Grant Program provides funds for the development and delivery of motor carrier safety training to non-federal employees who conduct CMV enforcement activities in accordance with Federal Motor Carrier Safety Regulations (FMCSR), Hazardous Materials Regulations (HMR), and the Commercial Vehicle Safety Alliance’s (CVSA) Out-of-Service criteria, and to develop related training materials to increase awareness and education on CMV safety and otherwise improve CMV safety.

Eligibility Information

Eligible applicants include nonprofit organizations that have

  • Expertise in conducting a training program for non-federal employees and
  • The ability to reach and involve in a training program a target population of CMV safety enforcement and compliance employees. 

Examples of eligible proposals include courses that align with FMCSA’s current certification requirements, comprehensively address inspections, motorcoaches, hazardous materials, new entrant safety audits, and investigatory activities, as well as relevant but optional topics (e.g., human trafficking, CMV traffic enforcement, interdiction). Awardees may use the currently available FMCSA course materials (13 courses), modify existing FMCSA materials, or develop their own materials (adhering to the terminal objectives already established).

Funding Information

FMCSA intends to make up to three awards totaling $5,000,000 in FY 2023 under this opportunity as a cooperative agreement.

FMCSA will limit federal funding to a maximum total amount of $5,000,000.

There is no matching funds requirement for fiscal year 2023 awards.
