Commercial Motor Vehicle Operator Safety Training (CMVOST) Grant
General Grant Program Information
The Commercial Motor Vehicle Operator Safety Training (CMVOST) Program provides funding for enhanced operator training in the safe use of CMVs with the priority for training current or former members of the U.S. Armed Forces, including National Guard members, Reservists, and certain military family members.
Program goals include an increase in the number of CDL holders possessing enhanced operator safety training, reducing the severity and number of CMV crashes on U.S. roads, and assisting current or former members of the United States Armed Forces to transition to the commercial vehicle industry.
Eligible uses include tuition assistance for qualified military personnel and their family members at accredited commercial driver training institutions. Eligible applicants include trainers within state, local, and Tribal governments, post-secondary educational institutions, and nonprofit organizations.
The CMVOST grant program supports the Secretary’s strategic goals. Its purpose is to train individuals in the safe operation of commercial motor vehicles.
Eligibility Information
Eligible Applicants
CMVOST awards are available to the following entities who meet the additional eligibility criteria (below):
- State Government
- County Government
- City or Township Government
- Independent School District
- Public/State Controlled Institution of Higher Education
- Indian/Native American Tribal Government (Federally Recognized)
- Nonprofit with 501(c)(3) IRS Status (other than Small Business)
- Small Business
- Hispanic Serving Institution
- Historically Black Colleges and Universities (HBCUs)
- Tribally Controlled Colleges and Universities (TCUUs)
- Alaska Native and Native Hawaiian Serving Institutions
Additional Eligibility Criteria
All applicants must meet one of the two criteria listed below:
- Educational institutions accredited by an accreditation agency recognized by the U.S. Department of Education will be considered for funding.
- Non-accredited institutions that are approved by the DOL as eligible training providers and who accept WIOA grants; and approved by the SAAs, and the VA to accept VA benefits will also be considered for funding.
All applicants must meet the requirements for Entry-Level Driver Training and be listed on the Training Provider Registry. Additionally, applicants must submit documentation to support that the entity meets the eligibility requirements.

All applications must support the purpose of the CMVOST grant program:
- To train individuals in the safe operation of commercial motor vehicles, and
- To assist current or former members of the U.S. Armed Forces, including National Guard and Reservists, as well as certain family members, to obtain a CDL.
Funding Information
In FY 2023, FMCSA awarded CMVOST grant funding to 20 grantees across the country, with awards totaling $3 million.
There is no matching funds requirement for fiscal year 2024 awards.
