General Grant Program Information
The Commercial Driver's License Program Implementation (CDLPI) grant program awards funding to state CDL programs to achieve compliance with federal licensing and programmatic standards.
The goals of the national CDL program include reducing the number and severity of commercial motor vehicle (CMV) crashes in the U.S. by providing only vetted and qualified drivers a CDL, consolidating documentation requirements to include only one driving record and only one licensing document for these drivers—commonly referred to as “One Driver. One License. One Record”—and ensuring that complete and accurate driver histories for CDL-holders are secure and maintained.
Eligibility Information
Eligible Applicants
Eligible applicants for the CDLPI grant include agencies in each State responsible for the development, implementation, and maintenance of all or part of the CDL program or that have a direct impact on a State’s compliance with the provisions of 49 CFR parts 383 and 384. These primarily refer to State Driver Licensing Agencies (SDLA).
Other State agencies should coordinate, if practical, with the lead CDL agency prior to submitting an application.
Eligible Uses
Allowable costs under the CDLPI grant awards include, but are not limited to, expenses for computer hardware and software, publications, testing, personnel, training, and quality control. Grants awarded under this program may not be used to rent, lease, or buy land or buildings. All applications must serve a public purpose.
Funding Information
FMCSA anticipates making approximately 55 awards in response to this Notice of Funding Opportunity.
FMCSA anticipates awarding approximately $84.4 million during FY 2024, which includes carry over funding from previous fiscal years. Final funding amounts are subject to the availability of funding appropriated by Congress.
FMCSA will reimburse 100 percent of the total project costs supporting project activities directly connected to improving State Driver Licensing Agencies’ regulatory compliance with U.S.C. § 31311 and/or 49 CFR parts 383 and 384.
