Samuel J. Boyd, Jr.
Samuel J. Boyd, Jr. became the Program Manager for OSDBU's Regional Assistance Division (RAD) in December 2024 and as such is now responsible for all RAD programming and initiatives to include but not limited to SBTRC, WITI, and BEP. Most recently, Mr. Boyd lead OSDBU's Access to Capital Initiative where he conceived, designed, built, then implemented U.S. DOT Connect to Capital, a virtual portal that serves as a platform for small businesses and private capital investors to interact.
Previously, Mr. Boyd served as the Director of Program Development (OPD) for the U.S. Small Business Administration’s SBIC program (Small Business Investment Companies) 2012-2022. In this role, Mr. Boyd led all SBIC program front end engagements with prospective SBIC applicants and institutional investors, to include pre-screening and advisory. He also created and executed SBIC’s outreach strategy with specific alignment with the agency’s overall goals and objectives. Mr. Boyd’s OPD team also assessed Management Assessment Questionnaires (MAQs) of SBIC applicants and prepared the applications for presentation to the SBIC Investment Committee. This critical phase of the SBIC applicant review process entails analyzing MAQs to determine if the SBIC applicant is a fit SBIC program with regard to team, strategy, capital structure and track record Mr. Boyd was a voting member of both the SBIC Investment and Divisional Licensing Committees which invested more than $13 billion of program level matching debenture investments into over 350 qualifying private equity firms during his 10 year tenure.
Immediately prior to joining the SBIC program, Mr. Boyd served as the President & CEO of the National Association of Investment Companies (NAIC), the private equity trade association for firms that represent or invest in underserved markets. Mr. Boyd has an MBA from the Colgate Darden Graduate School of Business at the University of Virginia and a BS in Civil Engineering from North Carolina A&T State University.
