Description

MARAD intends to award a contract for the procurement of services to deliver 10 Roll-on/Roll-off (RO/RO) ships to recapitalize the National Defense Reserve Fleet, in accordance with Congressional direction. The National Defense Authorization Act (NDAA) for Fiscal Year 2023 (FY23), directs MARAD to acquire 10 new Roll-on/Roll-off (RORO) vessels to recapitalize the National Defense Reserve Fleet (NDRF). Section 3546, a (2) states,

Subject to the availability of appropriations, the Secretary of Transportation, in consultation with the Chief of Naval Operations and the Commandant of the Coast Guard, shall—

complete the design of a roll-on, roll-off [RO/RO] cargo vessel for the National Defense Reserve Fleet to allow for the construction of such vessel to begin in fiscal year 2024; and

seek to enter into an agreement with an appropriate vessel construction manager under which the vessel construction manager shall enter a contract for the construction of not more than ten such vessels in accordance with this section.

Total value of the program is estimated at $6,000,000,000.00.
