Description

OST-P40-2025-01 - BUILD & MPDG Program IT Support - The United States Department of Transportation (USDOT) Office of the Under Secretary of Transportation for Policy (OST), Office of Infrastructure Deployment (P-40) seeks Information Technology (IT) and program administrative contract support to provide implementation of the National Infrastructure Investments known as the Better Utilizing Investments to Leverage Development (BUILD) discretionary grants program and to provide information technology and grants administration support of the Multimodal Project Discretionary Grant (MPDG) common application/discretionary grant program.  This includes developing and assembling grant packages for Department review, using and accessing systems for receiving, analyzing, archiving, researching, and reporting on applications received, program support and analysis of awarded grants previously executed and in process, research and preparation of material pursuant to the process of debriefing TIGER/RAISE/BUILD program applicants, research and preparation of material pursuant to data inquiries about the TIGER/RAISE/BUILD program.  Continuous assistance in grants management and tracking and monitoring systems is essential to the successful deployment and implementation of the statutory requirements of the BUILD and MPDG program.  This includes further build out, organization, analysis, and management of the receipt, tracking and monitoring system for all grants.  The MPDG provides Federal financial assistance to highway and bridge, intercity passenger rail, railway-highway grade and separation, wildlife crossing, public transportation, marine highway, and freight and multimodal projects, or groups of such projects, of national or regional significance, as well as to projects to improve and expand the surface transportation infrastructure in rural areas. The Infrastructure Investment and Jobs Act (Pub. L. 117-58, November 15, 2021) (Bipartisan Infrastructure Law, or BIL) provided funds to USDOT across three programs to invest in projects of national or regional significance – the Nationally Significant Multimodal Freight and Highways Projects grants program, found at 23 U.S.C. § 117 (Infrastructure for Rebuilding America or INFRA), the National Infrastructure Project Assistance grants program, found under 49 U.S.C. § 6701 (MEGA), and the Rural Surface Transportation Grant program, found at 23 U.S.C. § 173 (Rural). To help streamline the process for applicants, USDOT has combined the applications for the INFRA, MEGA and Rural programs into the MPDG common application.
