Description | To accomplish the registration portion of the agency's mission, the FMCSA actively monitors and ensures motor carriers follow safety and commercial (for-hire, non-exempt carriers) regulations. The FMCSA provides guidance to motor carriers who may be subject to registration requirements for both safety (safety registration) and commercial regulation (operating authority registration). FMCSA relies on traditional mass mailings to communicate with industry. This may include communications regarding compliance, upcoming events, educate customers on important changes and/or request for action. This requirement reflects the needs of the FMCSA Office of Registration (MC-RS) to procure routine and mass mailing services (RMMS) for at least the next five years. The section below summarizes the goals and objectives of four FMCSA program offices and agency stakeholders for this project: • FMCSA Registration Program Office. The Office of Registration is responsible for addressing questions and inquiries regarding all aspects of CMV registration, insurance and filing of evidence of financial responsibility, ensuring that a carrier's financial status meets statutory requirements as well as processing insurance applications. The Registration Program Office also serves as the Agency's internal and external subject matter experts regarding CMV potential for use as delivery platforms for weapons of mass destruction as well as Hazardous Materials. MC-RS also develops, manages, and administers programs to promote compliance by motor carriers, freight forwarders, and property brokers with registration requirements including regulatory safety, financial, and vetting requirements (https://www.fmcsa.dot.gov/registration). • FMCSA Medical Programs Office. The Office of Policy develops and implements medical regulations, guidelines, and policies that ensure CMV drivers engaged in interstate commerce are physically qualified to do so. It manages Skill Performance Evaluations (SPEs) which are alternative physical qualification standards for drivers with the loss or impairment of limb(s) and medical exemptions (e.g., vision, diabetes) to the regulations that provide drivers with regulatory relief for up to 2 years. The Medical Programs Division also manages the National Registry of Certified Medical Examiners which lists Medical Examiners who have been trained, tested and certified to perform medical examinations for commercial motor vehicle drivers in interstate commerce (https://www.fmcsa.dot.gov/regulations/medical). • FMCSA Drug and Alcohol Office. The Office of Safety manages the Drug and Alcohol Clearinghouse program and system. In January 2020, the Division released a secure, online Clearinghouse database that gave motor carrier industry employers, State Driver Licensing Agencies (SDLAs) and State law enforcement personnel real-time information about Commercial Driver’s License (CDL) and Commercial Learner’s Permit (CLP) holders’ drug and alcohol program violations (https://clearinghouse.fmcsa.dot.gov/). The FMCSA Compliance Division also manages the FMCSA New Entrant Program, including national implementation of Offsite Safety Audit Process. • New Entrant Safety Assurance Program. The Office of Safety manages and helps new commercial motor vehicle members entering the industry understand safety regulations and supports their safe operation by monitoring their compliance with safety regulations for their first 18 months.
