Description | GLS is a wholly owned U.S. Government corporation within the U.S. Department of Transportation which owns and operates that portion of the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Quebec. GLS’s mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway which includes maintenance, repair and/or replacement of structures and facilities. One of the major parts of this function is the operation and maintenance of the Eisenhower and Snell Locks.
To limit the impact of lock downtime in the event of a major incident involving severe damage to a lock miter gate, GLS has in place a spare gate facility and a floating derrick barge, “GRASSE RIVER,” (Gate lifter), located at the GLS Snug Harbor Facility in Massena, New York.
The “GRASSE RIVER” is a purpose built 300-ton capacity A-frame type derrick mounted on a steel barge. The derrick barge has the capacity to lift the largest lock miter gate leaf if it becomes necessary to remove and replace with a with a spare. The Firm shall perform a comprehensive assessment of the vessel. This assessment shall be conducted while the vessel is floating in the water. Once the assessment is completed the Firm will prepare designs, specifications, drawings, schedule, and a comprehensive cost estimate for making improvements to the Grasse River. |
