Description

The Great Lakes St. Lawrence Seaway Development Corporation (GLS) has a requirement for blasting, painting, and mechanical refurbishment of eight stop logs at Snell Lock in Massena, NY.  GLS has steel structures called stoplogs that are stacked to create a dam structure that allows the lock to be dewatered for winter work or in case of emergency. The stoplogs resemble truss bridges laid on their side that are stacked on top of each other to form the dam. The stoplogs’ overall dimensions are approximately 86’ long, 9’-2” wide with a height that varies between 3’-6” and 5’- 10”. Stoplog weights vary from approximately 54,000 lbs to 57,000 lbs each. For this project, there will be: two Type A stoplogs; three Type B stoplogs; and three Type C stoplogs for a total of eight stoplogs. Each stoplog has rollers on each end and rubber seals on the bottom. GLS requires blasting, painting, minor structural steel weld repairs, removal, and replacement of all stoplog rollers and all rubber seals and hardware. All stoplogs that included in this scope of work are located in a pit at the west end of Snell lock on the south side. GLS will remove the stoplogs from the pit upon coordination with the Contractor in order for the Contractor to perform work on them. The existing stoplog coatings are unknown but are assumed to contain lead-based paint (LBP) on at least a portion of the stoplogs. The Contractor shall be the designated waste generator for the project and perform all duties required in that role.

The main work phase includes furnishing all plant, personnel, material, and approved work plans to perform cleaning, coating removal, coating application, Quality Control (QC) activities and Quality Assurance (QA) inspection hold points, minor structural steel repairs (as designated by GLS personnel or their third-party designee), mechanical refurbishment the stoplogs, and waste handling in accordance with the Technical Provisions of this scope of work. This also includes all activities pertaining to the rigging, lifting, and handling of stoplogs both to and from the worksite and any stoplog orientation manipulation required while performing work on the stoplogs.
