Description

In order to continue to provide a high-level of service, the Federal Aviation Administration (FAA) Aviation Safety (AVS) Flight Standards Service (FS) continuously considers cutting-edge flight technologies for potential use and/or impact within the FAA in order to safely deliver the benefits the nation needs, while simultaneously continuing to strengthen our affiliation with the aviation industry leaders and other Government agencies. FS must also maintain relationships with international partners to shape standards for implementing technological advancements, while at the same time continuing to provide International Aviation Safety Leadership. FS provides technical, contractual, administrative, and management support across all of AVS.

This planned procurement will provide technical, programmatic, training, administrative, facility, and engineering support, including pilot study support, to help meet the goals and objectives of AVS. The selected Contractor will provide overall technical programmatic focus and guidance in support of FAA activities.

The activities required to support FS include tasks in the following responsibilities such as:

  • Contributing to the development of policies and procedures for improving flight safety and efficiency.
  • Contributing to the development of regulations and policy recommendations governing instrument flight procedures, and safety, capacity, and efficiency improvements, based on advanced technology and innovative operational concepts.
  • Contributing to the development of standards and criteria for Communication, Navigation, and Surveillance (CNS) systems and new technology operations.
  • Providing flight software and hardware updates/modifications and implementation, as well as technical operational support.
  • Providing support for the National Airspace System (NAS) capacity issues enhancing the traffic flow through input evaluation and reports concerning approaches, departures, distance between aircraft, and closely spaced parallel operations. 

Providing data collection in support of test plans, Flight Test or simulator test programs, simulator setup, pilot briefings, and observer responsibilities.

  • Developing and revising National Flight Standards training. 
  • Providing administrative services to include correspondence, processing time and attendance, maintaining calendars, developing/preparing briefing packages, brochures, handouts and other informational materials in various mediums, and processing travel authorizations and vouchers.

The Contractor must furnish all personnel, management and technical supervision, and other items and services as necessary to perform the above tasks as defined in the Statement of Work (SOW).  The contract must be performed using both facilities and materials provided by the Government or the Contractor.  As required, the Contractor must perform services at either a remote work site, the Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, FAA facilities in Washington, D.C., or at other FAA facilities.

 

Current Status Unfunded. Market Survey has been issued and closed. SOW is finalized and RFP is being developed.
