Owen Morgan

Owen Morgan is Deputy Assistant Secretary for Policy at the U.S. Department of Transportation. He has served in the Office of the Secretary for Secretary of Transportation Sean Duffy since January 2025.  
 
Prior to his current role, Morgan was Senior Manager of Government Relations for Local, State, and Federal Policies at International Motors, and before that, he was a Policy Advisor for U.S. Senator Bill Cassidy. Morgan began his career at the Department of Transportation where he served as a Senior Government Affairs Officer in President Trump’s first Administration. 
 
Morgan is a graduate of the University of Virginia with degrees in History and Economics.  He is originally from Wytheville, Va. He lives in Alexandria, VA with his wife and two children.
