Daniel Morgan

Daniel Morgan is the Chief Product and Technology Officer for the Office of the Secretary of Transportation (OST) and United States Merchant Marine Academy (USMMA) at the U.S. Department of Transportation (DOT).
In this role, Daniel leads a digital factory delivering enterprise-wide products and capabilities while defining and executing DOT’s product strategy and roadmap. Additionally, he works closely with stakeholders to ensure IT investments directly support mission outcomes, emphasizing practical, user-centered solutions and outcome-driven technology adoption to promote efficient, mission-focused agency operations.
Daniel began his federal career in 2014 as the inaugural Vice-Chair of the Federal Chief Data, before assuming the mantle of DOT’s first Chief Data Officer. In both positions, he helped establish data as a strategic asset, building processes and tools that fostered a culture of informed, data-driven decision-making. Before joining DOT, he spent 15+ years as a management consultant in IT governance, enterprise architecture, human capital planning, and supply chain strategy & operations.
Daniel holds a bachelor’s degree in mechanical engineering from the University of Illinois at Urbana-Champaign.
