Tribal Technical Assistance Program (TTAP)

The Tribal Technical Assistance Program (TTAP) provides comprehensive transportation training and technical assistance to Tribal communities, building skills and expertise to ensure the safety and maintenance of Tribal roads and the professional development of the Tribal transportation workforce. FHWA expects to establish seven Tribal Technical Assistance Centers in 2022.

Transportation Funding Opportunities for Tribal Nations: The Office of Tribal Transportation provides stewardship and oversight for direct funding agreements with 135 federally recognized Tribes, and provides support for all FHWA activities affecting Tribal transportation. This includes sharing information on available funding programs and supporting Tribal governments in accessing resources and navigating federal programs and planning processes.

Technical Assistance Menu Key

  • Planning includes long-range transportation planning, scenario planning, and land use planning. 
  • Project Development and Environmental Review includes environmental permitting through the National Environmental Policy Act (NEPA), corridor development planning, project scoping and alternatives analysis, and preliminary engineering and design. 
  • Funding and Financing includes information on accessing funding and financing opportunities, including innovative finance. It also includes credit worthiness, benefit cost analyses, and risk assessments, with a focus on mission-driven capital (such as green finance and finance barriers rooted in structural racism). 
  • Project Delivery includes financial closure, construction, operations and maintenance, and public/private partnership agreements.  
  • Workforce includes tools to support building and maintaining a strong workforce with a focus on local hiring and procurement. This including training, education, and apprenticeship programs and resources for workers already in the transportation industry.
  • Compliance includes information on grant eligibility and development, reporting and oversight, post-award systems and financial compliance, Title VI, and program management.

"Equity Focus" in the above tables indicates if the technical assistance resource is specifically targeted towards disadvantaged communities. Unless noted, resources may benefit disadvantaged communities but are not necessarily targeted towards them.
