Widespread implementation of safety countermeasures supports the Safe System Approach and can accelerate achieving local, State, and National safety goals. This document introduces the Safe System Roadway Design Hierarchy as a tool to characterize engineering and infrastructure-based countermeasures and strategies relative to their alignment with the goal of eliminating fatalities and serious injuries to support implementation of a Safe System Approach. The Safe System Roadway Design Hierarchy will also result in a greater understanding of Safe System principles and increased application of the Safe System Approach.
