David DeCarme

Director, Office of International Transportation and Trade

Mr. DeCarme is Director of the Secretary's office of International Transportation and Trade where he has worked since 1992. It was his office that negotiated the land transportation provisions of the North American Free Trade Agreement (NAFTA), and working toward a safe implementation of those provisions has been a major task since that time. In addition to his work with Canada and Mexico on the NAFTA, Dave is also engaged in a wide range of U.S. border related transportation forums and groups working to make cross border operations more efficient and seamless. Among these groups are the Canadian- U.S. Partnership, Shared Border Accord, and Motor Carrier Consultative Mechanism with Canada and the Bridges and Border Commission with Mexico.

Dave's office also provides the leadership for the Land Transportation Standards Subcommittee established by the NAFTA to make the transportation regulatory regimes of Canada, the United States and Mexico more compatible. Prior to his work in the Secretary's office, Dave managed the Federal Aviation Administration's work with the U.N.'s International Civil Aviation Organization (better known as ICAO) for 4 years and actually worked for the ICAO in Montreal as their manager of Airport Data Programs from 1982 through 1987.

Dave has a Bachelor's degree in Business Administration and a Master's degree in Economics from Catholic University of America.
