Number 267 - Passenger Origin and Destination Survey Reporting of Code-Share Affiliates For Air Carrier Alliance Partners

Department of Transportation, Bureau of Transportation Statistics, Office of Airline Information
Number 267
Issue Date: April 18, 2003
Effective Date: Immediately
Part:241
Section:19-7

This Accounting and Reporting Directives reminds carriers that are members of an operating alliance that they are responsible for correctly identifying all operating and ticketed carriers of the alliance, including all code-share affiliates of the alliance carriers.

The ticketed carrier is easily identified as the carrier whose code is displayed on the ticket coupon or electronic record of the passengers itinerary.

Each reporting carrier must take the necessary steps to assure that each reportable passenger itinerary correctly identifies the operating carrier for downline flights operated by a code-share partner of an alliance carrier. This generally requires the reporting carrier to look up the flight ranges of its alliance partners to identify those alliance carrier routes that are operated by a code-share partner.

Shown below are several examples of the reporting carriers responsibility for identifying the operator of downline flights.

Segment 1 Segment 2 Segment 3
Reporting Carrier Alliance Carrier Must Identify Code-Share Partner of Alliance Carrier Must Identify
Reporting Carrier Non Alliance Carrier Code-Share Partner of Non Alliance Carrier
Reporting Carrier Code-Share Partner Must Identify Code-Share Partner of Reporting Carriers Code-Share Partner Must Identify

For flight segments that a reporting carrier is not held responsible for correctly identifying the operating carrier, the reporting carrier must report the code of the ticketed carrier as the operating carrier. If a reporting carrier, however, does know the true identity of the operating carrier, it must report the true operating carrier.
