DOT Guidance Portal

Welcome to the DOT Guidance Portal. This web portal is a searchable, indexed database, as required by Executive Order 13891 and contains all guidance documents issued by DOT and its nine operating administrations that are in effect today. The guidance documents contained herein lack the force and effect of law, unless expressly authorized by statute or incorporated into a contract. DOT may not cite, use, or rely on any guidance that is not available through this guidance portal, except to establish historical facts.

Guidance documents issued by the Office of the Secretary of Transportation (OST) are available below and guidance documents for each of the operating administrations are found on their individual website Guidance Portals.

This guidance portal was announced in a Federal Register notice that Secretary Elaine L. Chao issued on February 25, 2020.

For more information regarding the procedures associated with the development and issuance of DOT guidance documents, please see the Department’s regulations on “Administrative Rulemaking, Guidance, and Enforcement Procedures” (December 27, 2019).
