Complementary Positioning, Navigation, and Timing (CPNT) Services Rapid Phase II
A solicitation was issued today (11/27/24) by the DOT/OST-R Volpe Center to obtain proposals from vendors with operationally ready Complementary PNT (CPNT) services and who are interested in fielding those services for test and evaluation in the Rapid Phase of DOT’s CPNT Action Plan. The Volpe Center is seeking proposals from industry to deploy very high Technical Readiness Level (TRL) ≥ 8 PNT services.
The United States Department of Transportation (U.S. DOT), Volpe National Transportation Systems Center (Volpe Center), has a need for commercial services to support a CPNT field test trial – Rapid Phase II. The work consists of Technical Consulting & Engineering Services for vendor participation in technology field test trials run by the Government. No equipment will be purchased by the Government from any Offerors as part of this requirement. The Volpe Center will use the data from the field test trial to support research to promote widespread adoption of CPNT services.
The Government intends to award multiple Firm-Fixed Price purchase orders as a result of this Combined Synopsis/Solicitation. The total value of all awards issued from this combined synopsis/solicitation shall not exceed $7.5 million in accordance with FAR part 13.5. The Offeror’s quote shall be prepared in accordance with FAR 52.212-1, Instructions to Offerors, and the instructions included in this solicitation.
A successful Rapid Phase II outcome is the earliest possible provisioning of the following three elements necessary for characterizing CPNT service performance:
- Vendor installation of an operational CPNT service;
- Government data collection and ground truth reference system, methodologies, and algorithms to evaluate performance and resilience of the CPNT service under nominal and adverse conditions; and,
- Suitable proving ground(s) that are at, or representative of, operational critical infrastructure.
