DOT Transportation Acquisition Regulation (TAR) Revolutionary FAR Overhaul (RFO) Overhaul Initiative - Class Deviations

Background:

On April 15, 2025, Executive Order (EO) 14275, Restoring Common Sense to Federal Procurement, was signed. Section 2 of the EO establishes the policy that the Federal Acquisition Regulation (FAR) “should only contain provisions required by statute or essential to sound procurement, and any FAR provisions that do not advance these objectives should be removed.”

The FAR is being updated to:

  • Remove language that is not required by statute
  • Remove duplicative or outdated language
  • Clarify or provide more plain language
  • Revise language for the new FAR framework
  • Retain language necessary for governmentwide acquisition standards.

This project is referred to as the Revolutionary FAR Overhaul (RFO) initiative. The RFO initiative is led by the Office of Federal Procurement Policy (OFPP) and the Federal Acquisition Regulatory Council (FAR Council). The FAR Council will issue model deviation guidance on a rolling basis by FAR part and will publish these updates on the FAR Overhaul page of Acquisition.gov.

DOT Phased Implementation:

  • DOT-issued FAR Class Deviations (CD) are posted at FAR Parts and Agency Deviations.

  • Following issuance of the baseline FAR model deviation text, DOT is reviewing the TAR to align departmental policy with the RFO FAR class deviations and fully implement the RFO streamlining initiative at DOT. 

  • Updates to the TAR are ongoing and will be posted to this site.

  • RFO TAR CDs will be listed in the table below.
