Position Summary
This position is in the U.S. Department of Transportation (DOT) Office of the Chief Information Officer (OCIO) Office of Infrastructure & Operations (I&O) and reports to the Associate CIO for Infrastructure and Operations. Positions Summary
This position is located in the U. S. The Information Technology (IT) Web Analyst and Designer and is responsible for designing and managing web projects between the Office of the Chief Information Officer (OCIO) and Departmental Operating Administrations (OAs), participates and supports agency-wide web initiatives, collaborates with Operating Administration (OAs) on web requests, tracking of Departmental web sites, executes web governance, and provides excellent customer service. The Web IT Specialist is responsible for overseeing web design and development and enhancement projects for the Department, working groups and other partners and the overall visual, informational, functional, and interactive design of the Departmental intranet/internet websites.
Essential Functions
- The Web Designer provides team leadership for web projects, strategic planning, and evaluation for Department Internet/intranet sites. Leads web design efforts with emphasis on the technical interactivity, functionality, user experience (UX) and usefulness of Departmental Internet/intranet sites and participates in the web development process to ensure the end product aligns with the design.
- The Web Analyst/Designer analyzes, develops and defines design requirements in accordance with IT and business needs for DOT Internet/intranet websites and related projects; consults with project stakeholders; develops preliminary and final project designs; troubleshoots and resolves technical problems with the design and delivery; and makes improvements where practical.
- Develops and maintains a variety of design products, including but not limited to wireframes, mockups, iconography, graphics, layout and navigational buttons, color schemes and typography, interactive presentations, video/multimedia, templates, and web standards and style guides. Additionally, they follow policies affecting websites and federal mandates.
- The Web Analyst/Designer promotes the use of DOT and federal web standards to ensure that all pages and elements present a uniform look; creates, manages, and modifies content for DOT websites and new media; and provides recommendations for content that is out of date, noncompliant, or inaccurate.
- Additionally, the IT Specialist applies current web design techniques, knowledge and expertise in design and authoring software, including but not limited to Adobe Creative Suite to manage and improve the look and feel of DOT websites.

This position supports the mission of the DOT Server Engineering Team:
- Performs server administration (operating & maintaining), provides support, implementation, and design services for Microsoft Active Directory and Windows-based systems across the enterprise, including directory and identity management solutions.
- The AD Engineer will create and maintain system documentation for domain technologies, including installation, configuration, and appropriate troubleshooting steps.
- Server Administration – Responsible for server operating systems (Microsoft Windows & Linux,), systems management software, file servers, server services (e.g., Microsoft Distributed File System (DFS)), multifactor authentication systems (Personal Identity Verification (PIV) card, tokens, etc.), certificate services, and domain services (e.g., Active Directory, DNS, DHCP, PKI, etc.), MS365 integrated application services and system security services.
- Ensures the proper creation of user accounts and maintains configuration management control records and access of data storage, space allocation, and device usage for authorized users of DoT information systems.
- Administers systems in accordance with Dept. of Transportation guidance and policies. Work involves a complex information technology (IT) network environment involving Active Directory, and Active Directory Federated Services (ADFS), single sign-on (SSO) authentication measures, Internet, as well as wireless data, voice, and video networks in support of DOT operations.
- Systems Integration - Serves as a subject-matter authority in the operations and configuration of operating systems (e.g., Microsoft Windows & Linux), IT products, and their effect or utility in the wider network, Storage Area Network (SANs), backups, restoral, virtual servers, as well as other designated systems on the network.
- Implements new software solutions as required by the DOT. The core infrastructure technology duties include enterprise Microsoft Active Directory and Windows file services architecture creation and management, global system security and policy configuration.
- Information Security - Works closely with assigned cyber security (CS) personnel to ensure timely implementation of all approved security updates/patches. May serve as a Contracting Officer Representative (COR) as needed on various projects
- Administers the implementation and maintenance of information assurance policies, procedures, and tools to ensure the integrity and confidentiality of DoT systems, networks and data.
Preferred Experience
- Mid-level knowledge of Active Directory (AD) both in Azure and on premise, Active Directory Federation Services (ADFS), Certificate Authorities (CA), general certificate technologies and capabilities, Public Key Infrastructure (PKI) architecture, multifactor authentication (MFA) enforcement through smart card logon (i.e. – Personal identification Verification (PIV) card).
- Mid-level knowledge of Command Prompt (CMD) Shell, PowerShell, Red Hat Enterprise Linux 7/8/9, Microsoft Server platforms, ESXi/VSphere, and Hyper-V.
- Senior knowledge of server hardware, operating system software, web server software, database management software, and their interactions in an Enterprise environment to develop solutions to problems in existing application systems; and to determine the source of system failures to produce optimal computing environment.
- Knowledge of cloud systems, platforms, and software and their application towards solving specific, highly technical IT requirements and solutions.
- Education: B.S. in Information Technology, or equivalent senior years of IT Operations experience
